As long as it doesn't bloom, it's not a problem. I'd say some algae is preferred over bare concrete walls.

It's not dirty, They let the algae grow and float through the water on purpose
This is suposed to be a natural envoirement with real seawater. Dolphins, fish and other marine life all swimming together
